Responsible for managing and overseeing the day-to-day work of Mott MacDonald’s internal operations including USAID financial management, accounting,  and procurement.  This position will serve as a member of the Mott MacDonald US IDS leadership team. This position requires regular contact and relationship building with teams throughout the company, collaborating and aligning business practices with Mott MacDonald’s central operations based in the United Kingdom. This position reports to the Vice President, US International Development Services.

Duties & Responsibilities

  • Maximize profitability of Mott MacDonald’s USAID, Millennium Challenge Corporation (MCC), and other USG development assistance contracts and cooperative agreements.
  • Supervise a team of contracts, pricing, and administration staff.
  • Collaborate with Mott MacDonald’s USAID Contracts and Compliance unit to ensure organizational and award compliance with federal and commercial requirements, including the Federal Acquisition Regulation (FAR) and the Automative Directives System.
  • Remain current with USG and USAID federal regulation trends, changes in regulations, and best practices to drive innovation and operational excellence on USAID and MCC awards.
  • Provide strategic advice and recommendations to include USAID bid strategy, pricing, contract negotiation and overall business development support.
  • Assess and mitigate financial risks, including project cost overruns, contract modifications, and USAID compliance issues. Manage indirect cost recovery pools to ensure predictability in NICRA rates.
  • Facilitate organizational change to support business and process improvements and overall departmental/divisional efficiency.

  • Provide oversight and monitoring of work plans, staff labor allocations and budgets, working closely with portfolio directors and countries.

Required Education & Experience

  • Master’s degree in business, finance, international development, or related field, with extensive  relevant experience in financial administration, fiscal analysis, and procurement.
  • Ensures compliance in federal contracting including the Federal Acquisition Regulations (FAR), with a strong understanding of government cost accounting principles. Proficiency in federal contracting assistance and acquisition contracting types including cost reimbursable budgets, CPFF, CPAF, FFP, T&M and IDIQ
  • Ability to provide good customer service to internal/external clients and to discuss and explain budget and pricing topics with program implementation and technical personnel.
  • Experience overseeing and coordinating with international field offices preferred.
  • Ability to meet deadlines in a fast-paced, dynamic, collaborative environment.
  • Strong ethics and integrity, with a commitment to upholding the highest standards of business operations governance and compliance.
