Solution

Momentum Midstream retained Mott MacDonald to provide project management and controls, engineering and design, route/workspace selection, survey, mapping and GIS, horizontal directional drilling (HDD), right-of-way, environmental, permitting, procurement, and construction management/reporting services for the project.

We applied several elements of the Moata suite of tools to this project, including Moata Insights, Moata Inspect, and SmartTrace. These modules were presented in Moata Insights, enabling project stakeholders to access and monitor project data in real time.

We performed all environmental research, agency consultation, field surveys, permitting and planning for the project. All permits were received with no delays, and all permit commitments and requirements were met.

Environmental compliance and stewardship were highlights for the project, and the client was highly pleased with our performance and value. All environmental permitting application submittals were reviewed in advance for constructability provisions, which contributed greatly to construction environmental compliance by the construction contractor.

We also provided full procurement services, including material procurement and logistics, construction bid packages/process, construction management reporting, and material traceability.

Our diligence in holding the construction contractor accountable to contractual provisions resulted in all line pipe being delivered in accordance with specifications and within the schedule requirements. The project owner complimented us on the value we provided in this process, and how we helped to guide them toward the correct decisions.

Outcome

The LEAP project was completed below budget and placed in service ahead of an aggressive schedule. Land acquisition achieved 100% success without the need for eminent domain. Our Moata digital tools were a major value-added advantage that contributed to the success of the entire project.
