An Approved Body

MMRA was appointed in 2001 under the Railways (Interoperability) Regulations and was notified by the Department for Transport (DfT) as a Conformity Assessment Body across Europe, with competence in all railway subsystems and associated Technical Specifications for Interoperability (TSIs). 

Following the UK exit from the European Union, MMRA has been appointed as an Approved Body (ApBo) by the DfT for all railway subsystems, to carry out UK verification against the National Technical Specification Notices (NTSNs). MMRA can also undertake independent verification of projects on the Northern Ireland network as a Notified Body (NI). MMRA is also designated to verify conformity with all National Technical Rules (NTRs) (Railway Group Standards) and fully accredited to perform independent assessment against the requirements of the Common Safety Method for Risk Evaluation and Assessment (CSM-RA) Regulations for significant technical, operational, and organisational changes in the UK. 

MMRA also has rolling stock accreditation under RIS 2700 as an ‘Assessment Party’ for railway vehicle acceptance. 

In addition to railway subsystem certification, MMRA is also undertaking assessment, audit and certification of Fire Risk Management Systems (FRMS) to the BS 9997:2019 standard, developed by BSI.

MMRA accreditation

  • Approved Body and Designated Body services - For the statutory tasks of Approved Body and Designated Body services, MMRA is subject to regular surveillance by the United Kingdom Accreditation Service (UKAS). MMRA is registered by the DfT (ApBo number 2192) and carries UKAS product certification (number 6168) under ISO IEC 17065.
  • CSM-RA Assessment Body and Independent Safety Assessor services - The MMRA quality control processes enhance the corporate group procedures and these internal processes are annually assessed and re-accredited by UKAS. For Assessment Body and ISA services, MMRA is accredited in the railway domain by UKAS against ISO IEC 17020 to offer independent assessment against the Common Safety Method for Risk Evaluation and Assessment (CSM-RA), EN 50126 and associated standards (EN 50128, EN 50129).
  • Fire Risk Management System assessment - MMRA is the first Certification Body to be formally accredited by UKAS under ISO IEC 17021 as a Third Party Certification Body and can offer assessment and certification of a Fire Risk Management System to the BS 9997:2019 requirements.
  • Independent Safety Assessor (ISA) Canada Railway Systems - MMRA is accredited by the Standards Council of Canada (SCC) as an ISA for Railway Systems, to offer independent assessment against the Canadian Method for Risk Evaluation and Assessment (CMREA), EN 50126 and associated standards (EN 50128, EN 50129). Annual surveillance by the SCC confirms continuing compliance to ISO IEC 17020 and supplementary requirements under the SCC inspection body accreditation programme.

Complaints

Complaints and appeals

MMRA has an established complaints and appeals procedure.

This scope of the procedure is to ensure that complaints or appeals about either:

  • bias or lack of impartiality by MMRA during its certification or
  • an appeal against a certification decision activity

are dealt with impartially and ensures that all involved are provided with an update at all stages during the investigation.

Complaints or appeals in the first instance should be discussed with the lead auditor in case there has been a misunderstanding.

If no resolution can be achieved directly with the lead auditor, then the complaint or appeal should be addressed to the Head of MMRA in writing.

Following receipt of the complaint or appeal, the Head of MMRA will acknowledge receipt of the complaint, providing both a MMRA contact and expected date of response together with a copy of the complaint procedure.

MMRA will investigate to ascertain whether the complaint/ appeal can be resolved at this stage to the satisfaction of the complainant and without reference to the Independent Committee (which consists of individuals who are not employees of MMRA).

If no resolution can be reached to the satisfaction of the complainant, MMRA will forward all documentation relating to the complaint to the Chairman of the Independent Committee.

The Chairman of the Independent committee will then deal directly with the complainant.

MMRA will act on the decision of the Independent Committee.
