Job Description:
 

We are looking for an experienced irrigation and construction management professional to join our existing Komering Irrigation Project, Phase 3. The project is the rehabilitation and extension of an irrigation scheme in South Sumatra, including an expansion of 8,500ha, and improvement works to increase flow capacity of existing irrigation infrastructure. The works are to be split into three civil works contracts, two of which are underway, and the third of which is under procurement. The project includes a feasibility and detailed design for a new irrigation system, however, the majority of the successful candidate’s time will be spent leading the supervision of the ongoing works, and leading client engagement.  
 

The successful candidate will lead an established team of resident engineers, supervisors, inspectors, technical teams (quality control, design, health and safety, institutional support), and support staff in the construction supervision of civil works contracts (FIDIC Red book). This is a senior role within a large and established project team, and the successful candidate will lead multidisciplinary experts based in Indonesia and globally.  
 

The Team Leader will report to the Project Principal, and will be supported by the Project Manager in day-to-day management of the project and our contract. Key to success in this role is strong stakeholder management experience and skills to ensure our client, project beneficiaries, project partners and civil works contractors are contributing towards shared goals.  
 

Specific tasks will include: 

  • To represent the Consultant Team and assume overall responsibility for the consulting services based on the contract for the Services;  

  • To execute overall project management and coordination among the government, funding agency and other agencies concerned for project implementation;  

  • To maintain, with support of the Project Manager, the overall work schedule of the consulting services and implementation of the Project;  

  • To organize and control our team, coordinate (with the support of the Project Manager) all the activities of the Team including the mobilization of its members at the required time according to task requirements;  

  • To identify any training requirements for our team to build capacity of our supervision staff in quality control and health and safety management, to develop and manage the implementation of a training plan.  

  • To act as an exemplar in health and safety management, driving safe construction practices and holding Contractor’s accountable for poor performance.  

  • To prepare the monthly, quarterly and annual reports containing the present status of the project such as physical and financial progress and loan use, performance and problem within the reporting period, work schedule for coming reporting period and other necessary information;  

  • To monitor the performance, progress, and quality of on-going works & program and to report to the Employer from time to time for taking the necessary action to resolve emerging issues;  

  • Execute delegated authorities of the Engineer under FIDIC red book civil works contracts (in accordance with a project Construction Supervision Plan) for the rehabilitation and extension of an irrigation scheme in South Sumatra. Such duties will include, but not be limited to: certifying contractors’ interim payments, evaluating the contractor’s claims and making recommendations for determination.  

  • To assist the Employer for preparation of reporting/discussion materials for progress meetings;  

  • To attend regular and ad hoc meeting and workshops;  

  • To review and finalize all the documents prepared by the Consultant’s engineers/experts  

  • To hold and/or attend meetings as may be needed to discuss important matters arising from the execution of the service; and  

  • To assist and advise the Client regarding the institutional support program in cooperation with the related experts. 

 

 

Candidate specification 


Key skills, experience and qualifications: 

  • University graduate in civil or irrigation engineering. 

  • At least 20 years work experience in planning, design, and construction supervision of irrigation and/or rural development projects. 

  • Prior experience with working as a Team Leader for irrigation projects 

  • Excellent written and verbal communication skills in English. 

 

Additional preferred skills and qualifications: 

  • Indonesian language skills. 

  • Experience in leading sizeable projects funded by international funders.
