Job Description:
Cambridge Education, a subsidiary of Mott MacDonald Limited, is seeking to recruit a MEL Lead to support delivery of a new FCDO funded programme, Transforming Education in Ethiopia (TREE). TREE is a four-year programme (2024 – 2028) designed to support the Government of Ethiopia at both federal and regional levels to improve teaching quality and learning outcomes, and increase access to good quality education, particularly for girls and marginalised children. It will build on significant progress made by the Government of Ethiopia at all levels to expand educational opportunities for children. 

 

TREE will focus on three key outcomes:

  • Outcome 1 – improved quality of teaching and learning in targeted schools, with focus on developing pedagogical skills of teachers and competency of school leaders; 
  • Outcome 2 – improved teaching and learning in English Language as a subject and improved use of English across the school curriculum; 
  • Outcome 3 – increased number of the most marginalised children, particularly girls, accessing education, staying in school without dropping out and learning.   

 

Job Profile:
The MEL Lead will be accountable for the design and delivery of the programme’s MEL Strategy, and lead on monitoring and reporting of programme results and evidence, including the Logframe.

 

Candidate Specification:
Key responsibilities will include:

  • Leading on formulation and design of the programme’s M&E system
  • Leading in-country design, deployment and use of appropriate data/evidence collection, management, performance monitoring and reporting tools
  • Annual review and updating of the programme’s M&E Framework
  • Managing a team of regional MEL officers
  • Managing programme data in easily accessible formats
  • Supporting compilation of performance reports (including progress reports) and overseeing generation of evidence to inform learning and communications 

 

Skills & Qualification:

  • Previous demonstrable experience of applied monitoring and evaluation
  • Experience of data analysis, knowledge management and report writing
  • Postgraduate degree in education, gender, international development or related subject
