Mott MacDonald supports Ishikari offshore wind farm to achieve financial close

The 112MW Ishikari offshore wind farm project in Japan (“Ishikari Project”) has successfully reached financial close and moved from the development phase to construction. Mott MacDonald is lenders’ technical advisor on the project, working closely with Pattern Energy Group LP, Green Power Investment Corporation, and the lenders since 2020.

 

 

Developed by Green Power Investment Corporation (“GPI”), the project is the sponsors’ first offshore wind farm to proceed to the construction phase. The project is located approximately 1.5-3km offshore within the Ishikari port area in Hokkaido prefecture with water depths of approximately 15-24m across the site. The project consists of 14 Siemens Gamesa 8MW wind turbines and is the first offshore wind farm to deploy wind turbines of this size in Japan. The project will feature a battery energy storage system. Hokkaido Electric Power Network Inc. is the power off-taker under a 20-year power purchase agreement.

Mott MacDonald was appointed as lenders technical advisor to assess the technical aspects of the project for the lenders. This role consists of reviewing key aspects of the project including technology, design, construction and operations execution plans, and contractual arrangements.
