The Resource Lead (RL) was introduced to each of the portfolios within APD (Advisory Unit)  to provide support in relation to resource management. The ever-expanding business had a need to ensure that the capacity or availability of staff was known so they could be redeployed or sought externally as quickly and as efficiently as possible. The RL is now the conduit between the business need for resource and finding the right resource both internally and externally for the portfolio represented.

We are looking for an individual to take on the role of Resource Lead and be instrumental in working with Rail, Highways and Ports Account Leads and wider APD to enable swift and effective decisions in the space of resource management.

 

The RL will represent Rail, Highways and Ports but it is imperative that they act in the best interest of APD; the culture is to provide the best outcome for our clients and our staff.

It is anticipated that the role will be full time, however, for more senior grades a part time role will be considered alongside client work.

 

Job Description:

The RHP Resource Lead is a member of the RHP Senior Leadership Team (SLT) and will play a key role in enabling delivery of client needs whilst working closely with Account Leads, Talent Acquisition (TA) and APD Unit Resource Manager in the recruitment and retention of staff alongside developing best proactive relationships with strategic partners.

The RL will engage all the accounts within the portfolio and ensure that management information associated with recruitment and retention is maintained.

Key Responsibilities:

  • Liaison with the APD Unit Resource Manager
    • Regular discussions with APD Unit Resource Manager to discuss opportunities for resources as well as discussing wider recruitment.
  • Liaison with the other Resource Leads
    • Share CV’s from TA with other RL’s if more suitable
    • Review offerings from SME’s
    • Liaising with the other RL’s to see available resource for filling roles or redeploying those that are becoming available.
  • Review of CVs alongside Portfolio Leads, recommend for interview, ensuring hiring managers are clear on interview panels; use best proactive recruitment including but not limited to diverse recruitment panels
  • Liaising and following up recruitment with TA team
    • Weekly, meeting with TA lead to discuss priorities.
    • Ad-hoc review of any outstanding CVs
  • Identify new roles for individuals
    • Those that wish to rotate from current role
    • Those whose current commission is ending
    • Strategic opportunities
  • Contribute to weekly APD Resource Meeting with APD SLT
  • Attend and contribute to fortnightly RL meeting
  • Review and send Job Description’s to TA to raise new requirements.
  • Review and report downtime (investigate if unknown reasons for booking)
  • Establish and track immediate and future resource requirements
  • Discuss with other portfolio leads any approaches on their resources
  • Hold weekly/bi-weekly resource meetings on the significant projects
  • Liaise with SME’s for available resources (as required through the SME lead) – you will take on lead responsibility with a number of SME’s
  • Set up and issue Vencuro/Morson requests for agency staff as required

 

RHP Specifics

  • Own the Transportation resource strategy for 2025-2027.
  • Attend weekly SLT meetings to report on resource, including placement of resources, resignations, actions for SLT associated with resources and hot topics.
  • Regularly review the resource requirements with each of the account leads
  • Ensure Contract staff are aware of the expectations upon them.
  • Monitor staff movements, including recording when commissions will come to an end. Track and update changes to ensure management tools including resource tracker and email distribution is maintained.
  • Attend TA meetings to discuss performance in recruiting and continuous improvement.
  • Review, monitor and support Principal Account Leads in promotions, appointments, merit bonus, pay rises (incl. hot market / flight risk salary reviews) and shares
    • As part of the yearly cycle, lead the collation of all supporting information for the above, following up with principal account leads and support PL in resolving any issues
  • Working with HR, maintain salary benchmarking and job titles/grades
  • Confirm offers, including planned project with PL when offer raised.
    • Review offers with PL to ensure that offer on system matches that which has been agreed, including providing information on planned project (if decided)
  • Undertake resource rotation / opportunity discussions.
    • When resources advise they wish to change roles, discuss the opportunities available with them, including agreeing which competencies and roles are desired to be met by resource.
  • Maintain a weekly downtime email for SLT
  • Support GDS recruitment and development across the teams
    • Attend calls and support in GDS recruitment
  • Issue of follow up emails associated with key activities which portfolio must deliver – ie. Q1 and Q4
  • Drive digital initiatives to create efficiencies in the resource management of the portfolio (skills dashboard and resource forecast tool).

 

Candidate Requirements:

  • People management – great interpersonal skills with the ability to build relationships across the portfolio.
  • Need to understand the career paths and encourage people on how they can go into a role that will support this.
  • Good communicator and active listener.
  • Domain knowledge of the transport sector and PPCM services.
  • Confidentiality and integrity
  • Proactive and driven
  • Ability to extract themselves from the sensitive information

 

The successful candidate will be required to travel when required.
