Biography
Joe O’Carroll is Mott MacDonald’s strategic market leader, underground infrastructure, in North America. In this role he leads and coordinates activities that foster growth and evolution related to the design and construction of underground spaces and infrastructure in the region.
Joe has over 40 years of national and international experience in the design, construction, and risk management of bored, cut-and-cover, and mined sequential excavation method (SEM) tunneling projects involving transit, transportation, and water. His background includes leading and participating in a wide range of feasibility, technical, constructability, and value engineering reviews for numerous large and complex tunnel projects, and he has developed and performed capital cost and schedule risk assessments for agencies and authorities with new and existing underground infrastructure assets.
